I assume you are refering to this section:
(i) When displayed either horizontally or vertically against a wall, the union should be uppermost and to the flag's own right, that is, to the observer's left. When displayed in a window, the flag should be displayed in the same way, with the union or blue field to the left of the observer in the street.
That applies to a flag that is displayed against a wall or in a window. I
believe the flag patch is supposed to represent a flying flag, such as one held
by a flag-bearer in a parade, which when viewed from the right of someone moving
forward, (that is with the "wind" of their movement causing the flag to be
behind the staff relative to the direction of movement) would put the field on
the observers right, as with the patch.

The flag should be "flying forward", just like looking at it from both sides
of a flagpole. if it was the other way around it would be running away, and we
don't run away.

I sent the URL for yesterday's post to a former co-worker who was activated and sent to Iraq. Here is her comment back in e-mail:
Yes, there has been a lot of change although the general public does not see it. Many Iraqis are coming forward, even turning in their own family members. Most of the Iraqi peole are wonderful; it is the minority, whom still follow Sadaam (and Al Queda) we need to worry about.
There is a lot left to do....and it is the worst; more difficult than the
occupation.

for the wear of Army uniforms. Paragraph 28-18 governs the wear of the United
States Flag on Army Uniforms.
The flag may only be worn on the utility
and organizational uniforms (such as the camouflage BDU). The flag may only be
worn during joint-duty and multinational deployments. When the servicemember
returns to home station, the flag must be removed.
Chapter 1, Title 4,
United States Code, provides for the design of the U.S. flag and specifies the
colors as red, white, and blue. Colors other than red, white, and blue violate
the U.S. Code; therefore, subdued-colored flags are not authorized for wear.
Joint commanders have to make the decision as to whether or not the wear of a
full-color flag, for morale purposes, is more important than having all aspects
of the uniform camouflaged.
When approved for wear, the full-color U.S.
flag cloth replica is sewn 1/2 inch below the right shoulder seam of the
temperate, hot-weather, enhanced hot-weather, and desert BDU; the BDU field
jacket; and the cold-weather uniform. The flag is worn on the right shoulder,
because, in the military, the "place of honor" is to a military member's right.
The full-color U.S. flag cloth replica is worn so that the star field
faces forward, or to the flag’s own right. When worn in this manner, the flag is
facing to the observer’s right, and gives the effect of the flag flying in the
breeze as the wearer moves forward.
So, no - it's not wrong.

Used because if you place the blue field left as one
would think, the flag would fly as if Our Warrior is retreating.

In a single decade, it's amazing the
