that contained equipment subject to UN monitoring and suitable for continuing CBW research.

* A prison laboratory complex, possibly used in human testing of BW agents, that Iraqi officials
working to prepare for UN inspections were explicitly ordered not to declare to the UN.

* Reference strains of biological organisms concealed in a scientist's home,
one of which can be used to produce biological weapons.

* New research on BW-applicable agents, Brucella and Congo Crimean Hemorrhagic Fever (CCHF),
and continuing work on ricin and aflatoxin were not declared to the UN.

* Documents and equipment, hidden in scientists' homes, that would have been useful in
resuming uranium enrichment by centrifuge and electromagnetic isotope separation (EMIS).

* A line of UAVs not fully declared at an undeclared production facility and an admission
that they had tested one of their declared UAVs out to a range of 500 km, 350 km beyond the permissible limit.

* Continuing covert capability to manufacture fuel propellant useful only for prohibited SCUD variant missiles,
a capability that was maintained at least until the end of 2001 and that cooperating Iraqi scientists
have said they were told to conceal from the UN.

* Plans and advanced design work for new long-range missiles with ranges up to at least 1000 km -
well beyond the 150 km range limit imposed by the UN. Missiles of a 1000 km range would have allowed
Iraq to threaten targets through out the Middle East, including Ankara, Cairo, and Abu Dhabi.

Clandestine attempts between late-1999 and 2002 to obtain from North Korea technology
related to 1,300 km range ballistic missiles --probably the No Dong -- 300 km range anti-ship cruise missiles,
and other prohibited military equipment.

Still missing based on the UNSCOM report to the UN Security Council in January 1999,
when the UN inspectors left Iraq in 1998, they had been unable to account for:

• up to 360 tons of bulk chemical warfare agents, including 1.5 tons of VX nerve agent;

• up to 3,000 tons of precursor chemicals, including approximately 300 tons which,
in the Iraqi chemical warfare program, were unique to the production of VX;

• growth media procured for biological agent production (enough to produce
over three times the 8,500 litres of anthrax spores Iraq admitted to UN inspectors to having manufactured);

• over 30,000 special munitions for delivery of chemical and biological agents;

• 20 al-Hussein missles with a range of 650 km, in violation
of UN Security Council Resolution 687 (Iraq had told UNSCOM that it filled these warheads with anthrax and botulinum);

• 2,850 tons of mustard gas, 210 tons of tabun, and 795 tons of sarin and cyclosarin;

• development of the Al-Samoud short-range missle (which had the capability to fly beyond the 150 km allowed by UN resolutions)

I've often wondered how you get all of these "front line" pictures. (For now, I won't press the issue. I wouldn't want you to divulge your "trade secrets".)

The pictures of innocent murdered children in Halabja still bother me to this day. Hopefully, those responsible will be brought to swift justice soon.

Once again, you've outdone yourself. Those pictures are excellent.

It's very clear that for nations, as well as for individuals, times of sorrow and danger reveals our enemies -- and our friends!

I wonder if they were thinking about their reversal of fortune, how they would have treated captured foes. Presumably some of the defendants would have participated in executions and made families pay for the bullets, etc. They never seriously thought Saddam would fall, esp. when we didn't finish him off during the first Gulf War. They thought the US was a paper tiger, so naturally, none defected or ran for their lives. Saddam would have murdered their families and friends. They were trapped in a hell of their own making. The world had better get used to a US President who says what he means and doesn't back down. Real politik and a hard-nosed American patriot in the WH. 'Let's roll'.

In October 1997, former Secretary of State Madeleine K. Albright approved the designation of the first 30 groups as Foreign Terrorist Organizations. In October 1999, Secretary Albright re-certified 27 of these groups’ designations but allowed three organizations to drop from the list because their involvement in terrorist activity had ended and they no longer met the criteria for designation. Powell has designated two new FTO’s (Real IRA and AUC) in 2001. The State Department, working closely with the Justice and Treasury Departments and the intelligence community, prepares a detailed "administrative record" which documents the terrorist activity of the designated FTO. Seven days before publishing an FTO designation in the Federal Register, the Department of State provides classified notification to Congress. Under the statute, designations are subject to judicial review. In the event of a challenge to a group’s FTO designation in federal court, the U.S. government relies upon the administrative record to defend the Secretary’s decision. These administrative records contain intelligence information and are therefore classified. FTO designations expire in two years unless renewed. The law allows groups to be added at any time following a decision by the Secretary, in consultation with the Attorney General and the Secretary of the Treasury. The Secretary may also revoke designations after determining that there are grounds for doing so and notifying Congress. ** The Immigration and Nationality Act defines terrorist activity to mean: any activity which is unlawful under the laws of the place where it is committed (or which, if committed in the United States, would be unlawful under the laws of the United States or any State) and which involves any of the following: (I) The highjacking or sabotage of any conveyance (including an aircraft, vessel, or vehicle). (II) The seizing or detaining, and threatening to kill, injure, or continue to detain, another individual in order to compel a third person (including a governmental organization) to do or abstain from doing any act as an explicit or implicit condition for the release of the individual seized or detained. (II) The gathering of information on potential targets for terrorist activity. (III) The providing of any type of material support, including a safe house, transportation, communications, funds, false documentation or identification, weapons, explosives, or training, to any individual the actor knows or has reason to believe has committed or plans to commit a terrorist activity. (IV) The soliciting of funds or other things of value for terrorist activity or for any terrorist organization.
